California 18-Month Conditional License FAQs

Question: What is the California 18-month conditional license requirement?
Answer:If you who took only the Real Estate Principles course, then applied for and received your real estate licenses prior to October 1, 2007, you were issued a conditional license. It's conditional because you have 18 months to complete two more required courses, or your license will be suspended. The 18-month period began on the date your license was issued.

Question: What courses will fulfill the 18-month requirement?
Answer: One of the two courses must be Real Estate Practice. The other is an elective, which must be selected from the following:
  • Real Estate Appraisal
  • Property Management
  • Real Estate Finance
  • Real Estate Economics
  • Legal Aspects of Real Estate
  • Real Estate Office Administration
  • General Accounting
  • Business Law
  • Escrow
  • Mortgage Loan Brokering and Lending
  • Computer Applications in Real Estate
  • Common Interest Developments

The two courses must be completed through a DRE-approved private course sponsor, such as the Rockwell Institute, or through a regionally accredited college or university.

The DRE refers to the courses that will fulfill the 18-month requirement as "statutory courses," distinguishing them from the "clockhour courses" that are used to fulfill the ongoing continuing education requirements. (Real estate agents are generally required to complete 45 hours of continuing education courses to renew their licenses every four years.) It's important to make sure that the courses you take to fulfill the 18-month conditional license requirement are considered statutory courses, not continuing education courses. Rockwell's online Real Estate Practice and Real Estate Appraisal courses are statutory courses that will fulfill the 18-month requirement. (They cannot be used to fulfill continuing education requirements.)

Question: What am I supposed to do when I've completed the two required courses?

Answer: When you successfully complete a required course, the Rockwell Institute will provide you with a course certificate that the DRE will accept as satisfactory evidence of course completion. After you've completed both of the required courses, you need to submit the two certificates to the DRE using the Statutory Course Transcript Submittal form (DRE form RE 221).

Allow at least six weeks from the date your form and certificates are mailed to the DRE to receive your non-conditional license.

Question: What will happen if I don't fulfill the 18-month requirement?

Answer: If you fail to submit the two required course certificates within the initial 18-month license period, your conditional license will be suspended automatically. The suspension will remain in effect until evidence of course completion has been submitted to the DRE and the DRE has mailed you notification that the suspension has been lifted.

If the certificates for the two required courses are not submitted within four years after the date the conditional license was issued, your license cannot be renewed and you'll have to go through the entire examination process if you wish to be licensed as a real estate salesperson again.
